NHRC Intervention in Badaun and Azamgarh Cases: A Positive Step Toward Human Rights Accountability — PVCHR Perspective



The People’s Vigilance Committee on Human Rights (PVCHR) welcomes the recent interventions of the National Human Rights Commission (NHRC) in two serious human rights cases from Uttar Pradesh — the alleged death of a farmer during a police raid in Badaun and the gang rape of a minor girl in Azamgarh. The Commission’s decision to call for Action Taken Reports (ATR) reflects a significant step toward institutional accountability, victim protection, and strengthening the rule of law.

NHRC Action in Badaun: Alleged Death During Police Raid

The NHRC has sought an Action Taken Report from the Superintendent of Police, Badaun, regarding allegations that a middle-aged farmer died due to police brutality during a raid in Semarmai village. The complaint highlighted concerns of excessive force, alleged concealment of facts, and the need for impartial investigation and compensation for the victim’s family.

PVCHR views the Commission’s response as an important intervention in a case that raises serious concerns about policing practices, use of force, and the protection of marginalized communities. Seeking accountability in cases of alleged custodial violence or police excess is essential for maintaining public trust in law enforcement institutions.

NHRC Action in Azamgarh: Gang Rape of a Minor

In another significant development, the NHRC has also called for an Action Taken Report from the Superintendent of Police, Azamgarh, regarding the abduction and gang rape of a 15-year-old girl in June 2025. The complaint demanded a fair investigation, justice for the victim, and protection of women’s rights.

Sir/ Madam,
 
        The complaint/ intimation dated 05/06/2025, was placed before the Commission on 19/02/2026. Upon perusing the same, the Commission directed as follows:
 
         

The complainant alleges that on 3rd June 2025, three men abducted and gang-raped a 15-year-old girl in a village in Ghanipur, Azamgarh. The girl was left unconscious, and the perpetrators fled, but all three have been arrested by the police. The complainant requests a fair investigation to ensure justice for the victim, proper compensation, and protection of women’s rights.


Let a copy of complaint be transmitted to the Supdt. of Police, Azamgarh, UP calling for an Action Taken Report within four weeks.

Put up after four weeks.
 
2.      Accordingly, I am forwarding herewith a copy of the complaint/ intimation as an attachment for taking appropriate action in the matter as per the directions of the Commission. It is requested that an Action Taken Report be sent to the Commission within 4 weeks from the date of receipt of this letter.
