NHRC Seeks Action Taken Report on Alleged Police Brutality in Badaun: A Step Toward Accountability

India’s National Human Rights Commission (NHRC) has taken cognizance of a serious complaint alleging police brutality leading to the death of a farmer in Badaun district, Uttar Pradesh. The Commission has formally sought an Action Taken Report (ATR) from the Superintendent of Police, Badaun, marking an important development in the pursuit of justice and accountability.

NHRC Calls for Action

On 19 February 2026, the NHRC directed the Superintendent of Police, Badaun, to submit an Action Taken Report within four weeks regarding allegations of excessive police force during a raid in Semarmai village. The complaint, filed on 17 September 2025, alleges that a middle-aged farmer named Shakir died due to police brutality during a late-night operation.

According to the Commission’s communication, the complaint claims that police personnel entered the Muslim-majority village at night, allegedly assaulted residents indiscriminately, and concealed details of the incident from senior authorities. The complainant urged the NHRC to ensure an impartial investigation and provide justice and compensation to the victim’s family.

This directive signals the Commission’s concern over the seriousness of the allegations and its commitment to safeguarding human rights.

Details of the Complaint

Official complaint records show that the incident reportedly took place in Semarmai village under Binawar Police Station in Badaun district. The victim, identified as a 50-year-old farmer, allegedly died following a police raid conducted in search of suspected criminal activity.

The complaint describes a situation in which police forces entered the village, assaulted residents, and created an atmosphere of fear. The victim’s family and villagers reportedly accused the police of causing the farmer’s death through intimidation and violence.

The complainant requested that the NHRC take cognizance of the matter, conduct an independent investigation, and ensure relief and compensation for the victim’s family.

Media Reports and Public Concern

The complaint also references media coverage highlighting similar allegations. According to a news report, police reportedly conducted a late-night raid in Semarmai village, during which several residents were allegedly beaten. The report states that the farmer’s body was later found in a field, and villagers claimed the death occurred due to the shock and fear caused by police actions.

The report further notes that the incident sparked anger among villagers, who demanded action against local police officials and expressed concern over alleged misuse of power.

Impact on the Victim’s Family

The incident reportedly left behind three minor children, raising concerns about the long-term social and economic consequences for the victim’s family. The complaint emphasizes the family’s vulnerable condition and calls for appropriate support and rehabilitation measures.

Significance of NHRC Intervention

The NHRC’s decision to seek an Action Taken Report represents a crucial step in ensuring institutional accountability. By directing local authorities to report on their actions, the Commission reinforces the principle that allegations of human rights violations must be addressed transparently and fairly.

The Commission will review the report submitted by the police and may recommend further action depending on its findings. This process is essential in upholding the rule of law, protecting citizens’ rights, and strengthening public trust in law enforcement institutions.

The NHRC’s intervention in the Badaun case underscores the importance of independent oversight in matters involving alleged human rights violations. As the investigation proceeds, the case highlights broader questions about policing practices, accountability, and the protection of vulnerable communities.

The outcome of the Action Taken Report and subsequent proceedings will be closely watched by human rights advocates, civil society organizations, and the public at large, as they seek justice for the victim and systemic reforms to prevent such incidents in the future.
