NHRC Calls for Action Taken Report in Alleged Police Inaction and Bribery Complaint in Koderma, Jharkhand
The National Human Rights Commission (NHRC) has called for an Action Taken Report (ATR) from the Superintendent of Police, Koderma, Jharkhand, concerning allegations of a serious assault, police inaction and repeated demands for money in connection with a dispute over a public pathway in Dhargaon village.
The matter concerns Nitesh Kumar Pandey, aged 22, a resident of Dhargaon, Post Fulwaria, under Nawalshahi Police Station in Koderma district. The complaint was submitted to the NHRC by Lenin Raghuvanshi, Founder-Convenor, People's Vigilance Committee on Human Rights (PVCHR), on 19 July 2025. Incident of 4 September 2024
According to the complaint and the victim's statement submitted with it, the incident occurred on 4 September 2024 in Dhargaon, Koderma, Jharkhand. The NHRC record categorises the complaint under “Abuse of Power” and records the place and date of the alleged incident.
The victim's statement alleges that a group of relatives was involved in an attempt to construct a structure on a public pathway. When the construction was opposed, the victim alleges that he was attacked.
The statement describes serious injuries, including a head injury and substantial bleeding. It states that he was initially taken to the police station and subsequently received treatment at hospitals in Koderma and Ranchi.
The complaint further states that an application for registration of an FIR was submitted at Nawalshahi Police Station on the same day.
Allegation of repeated demands for money
A central allegation in the complaint concerns the conduct of police personnel.
The victim's statement alleges that police officials repeatedly told him that without paying money, the case would not become strong, and that action would be taken if money was paid.
The complaint submitted to the NHRC similarly raised the allegation that money was being demanded in connection with police action. The original complaint records this allegation in its subject and requests an impartial investigation into the matter.

NHRC seeks inquiry and report
The complaint was placed before the NHRC on 14 September 2026.
After considering the complaint, the Commission recorded that, if the allegations are true, they would constitute serious violations of the human rights of the victims.
The Commission therefore directed its Registry to forward the complaint to the Superintendent of Police, Koderma, Jharkhand, for inquiry and submission of a report.
The NHRC has asked the authority to submit the Action Taken Report within two weeks of receipt of the communication.
The Commission's communication was issued on 14 September 2026 by Sparsh Agarwal, Deputy Registrar (Law), M-3 Section, NHRC.
A matter requiring transparent investigation
The NHRC's intervention places the allegations within an institutional process of inquiry.
The important questions now include:
- What action was taken following the alleged assault on 4 September 2024?
- What was the status of the FIR and investigation?
- Were the allegations regarding illegal construction on a public pathway investigated?
- Were the alleged attackers identified and proceeded against according to law?
- Were allegations of threats to the victim and his family examined?
- Did any police official demand money in connection with the case?
- What action, if any, was taken against officials if such allegations are substantiated?
- What measures have been taken to ensure the safety of the victim and his family?
A transparent investigation should establish the facts, identify responsibility where supported by evidence, and ensure that the victim has access to appropriate legal protection and remedies.
The victim's account and the importance of documentation
The attached victim statement is particularly significant as a primary record of the allegations made by Nitesh Kumar Pandey.
In his statement, the victim describes the circumstances surrounding the alleged assault, his subsequent medical treatment and his concerns regarding the response of the police. The second page of the statement records his allegation that continued threats and fear affected his family and calls for an impartial investigation and appropriate legal action.
The NHRC diary also records the victim's identity, age, residence and the date and location of the incident, providing an official record of the complaint submitted to the Commission.
Accountability and protection of human rights
For people seeking justice after violence, the conduct of public authorities can be as important as the initial investigation of the alleged offence.
Where allegations of police misconduct or improper demands are raised, an effective accountability mechanism requires that the allegations be examined fairly, evidence be preserved, and appropriate action follow where wrongdoing is established.
The NHRC's direction for an ATR is therefore an important procedural development in this case.
PVCHR hopes that the Koderma police authorities will conduct a fair, impartial and time-bound inquiry, submit the Action Taken Report to the NHRC within the prescribed period, and ensure that the safety and legal rights of the victim and his family are adequately addressed.
