NHRC Takes Cognizance of Two Human Rights Complaints from Koderma, Jharkhand: A Welcome Step Towards Accountability
The People's Vigilance Committee on Human Rights (PVCHR) welcomes the decision of the National Human Rights Commission (NHRC) to take cognizance of two serious complaints concerning alleged human rights violations in Koderma district, Jharkhand, and to call for Action Taken Reports (ATRs) from the Superintendent of Police, Koderma.
The Commission has registered the following cases:
NHRC Case No. 1183/34/12/2025 – Concerning allegations of wrongful arrest, police misconduct, abuse of power, and interference with the installation ceremony of a Sant Ravidas statue held on 12 February 2025 in Domchanch, Koderma.
- NHRC Case No. 1187/34/12/2025 – Concerning allegations of police misconduct and wrongful arrest following the Muharram procession on 6 July 2025, where a social media allegation regarding a "Pakistani flag" reportedly led to criminal cases and the arrest of several persons.In both matters, after examining the complaints, the NHRC observed that the allegations disclose possible human rights violations and abuse of police powers affecting the victims' fundamental right to life and personal liberty under Article 21 of the Constitution of India. Accordingly, the Commission has directed the Superintendent of Police, Koderma to conduct an inquiry and submit an Action Taken Report within four weeks.
This intervention reflects the NHRC's commitment to ensuring that complaints involving allegations of police excesses receive independent scrutiny through the due process of law. Seeking an Action Taken Report is an important procedural safeguard that promotes transparency, accountability, and public confidence in democratic institutions.
PVCHR believes that the rule of law is strengthened when every complaint—regardless of the identity, religion, caste, or social background of the complainant—is examined fairly and impartially. The Commission's decision does not determine guilt or innocence; rather, it ensures that serious allegations receive proper investigation by the concerned authorities.
We express our sincere appreciation to the Hon'ble National Human Rights Commission for taking cognizance of these complaints and initiating the inquiry process. Such timely institutional responses reinforce citizens' faith that constitutional bodies remain vigilant in protecting human dignity and fundamental rights.
We also hope that the Superintendent of Police, Koderma, will conduct a fair, transparent, and impartial inquiry and submit a comprehensive report to the Commission within the stipulated time. If violations are established, appropriate legal and departmental action should follow in accordance with the law.
