On 14 February 2026, a Legal Awareness and Public Grievance Redressal Camp was successfully organized in Phulwaria Village, Koderma District, Jharkhand, through the joint efforts of the People's Vigilance Committee on Human Rights (PVCHR), Jan Mitra Nyas (JMN), and SANGRAM. The camp aimed to promote legal literacy, strengthen access to justice, and assist rural communities in resolving legal and administrative issues through rights-based support and legal guidance.

The programme brought together local residents, legal professionals, and community representatives to create an interactive platform where people could openly discuss their concerns and receive information about their constitutional and legal rights. The camp also focused on increasing awareness of government welfare schemes and the availability of free legal aid for vulnerable and marginalized communities.

Addressing Community Grievances

Legal experts Mr. Raunak Kumar from Black Court and Advocate Omkar Vishwakarma of the People's Vigilance Committee on Human Rights (PVCHR) interacted directly with villagers during the camp. Around 30 victims and community members presented their grievances, which were carefully documented and examined. Necessary applications were prepared for submission to the concerned government departments to facilitate timely administrative action and access to justice.

The complaints received during the camp primarily related to:

  • Domestic violence and protection of women's rights
  • Irrigation and water-related challenges faced by farmers
  • Non-receipt of benefits under government welfare schemes
  • Pension-related issues
  • Ration card and Public Distribution System (PDS) problems
  • Housing scheme applications
  • Social security benefits
  • Other administrative and public service grievances

The legal team explained the available legal remedies and guided participants on the appropriate procedures for submitting complaints and following up with the concerned authorities.

Promoting Legal Literacy and Human Rights

A major focus of the programme was raising awareness about constitutional rights, human rights, and the legal protections available to every citizen. Participants were informed about the services provided by the District Legal Services Authority (DLSA), including free legal aid for economically weaker and vulnerable sections of society.

Special sessions were conducted for women, focusing on:

  • Women's constitutional and legal rights
  • Protection from domestic violence
  • Legal remedies available under Indian law
  • Procedures for filing complaints
  • Access to legal aid and institutional support

The programme encouraged women to assert their rights, report violence without fear, and seek timely legal assistance whenever required.

Awareness on the D.K. Basu Guidelines

During the camp, Advocate Omkar Vishwakarma conducted a detailed session on the landmark D.K. Basu vs. State of West Bengal judgment of the Supreme Court of India. Participants learned about the mandatory legal safeguards that police authorities must follow during arrest and detention, including the rights of arrested persons and the responsibilities of law enforcement agencies.

The session emphasized that these guidelines are designed to protect the dignity, liberty, and human rights of every individual and to prevent custodial torture, arbitrary detention, and abuse of power.

Encouraging Communities to Seek Justice

Addressing the gathering, Mr. Raunak Kumar emphasized that legal awareness is fundamental to empowering citizens. He encouraged community members not to remain silent in the face of injustice, exploitation, or violations of their rights, and urged them to seek legal assistance and approach human rights organizations whenever necessary.

The programme reinforced the importance of active citizenship, accountability, and community participation in strengthening democracy and ensuring access to justice for all.

Community Participation

The Legal Awareness and Public Grievance Redressal Camp witnessed enthusiastic participation from local residents, particularly women, who actively engaged in discussions and sought legal advice on issues affecting their families and livelihoods. The interactive format of the programme enabled participants to ask questions, clarify doubts, and better understand the legal mechanisms available for protecting their rights.

Community members appreciated the initiative and expressed the need for regular legal awareness camps in rural and marginalized areas to improve access to justice, legal services, and government welfare programmes.
