1. Introduction
The Folk School
Programme is a community-based educational initiative of Jan Mitra Nyas
(JMN) implemented in collaboration with the People's Vigilance Committee
on Human Rights (PVCHR) to strengthen democratic participation, human
dignity, and social justice among marginalized communities. Inspired by the
philosophy of participatory education, the programme provides safe learning
spaces where individuals from Dalit, Musahar, and other vulnerable communities
can discuss their challenges, understand their constitutional rights, and
develop the confidence to actively participate in social transformation.
Unlike
conventional classroom education, the Folk School emphasizes dialogue, critical
thinking, and experiential learning. Participants are encouraged to reflect on
their lived experiences, analyze social inequalities, and collectively identify
solutions to issues such as caste discrimination, police violence, domestic
violence, lack of access to justice, gender inequality, and exclusion from
government welfare programmes. Through this process, the programme nurtures
informed, confident, and responsible citizens capable of contributing to
democratic governance and community development.
From January
to May 2026, the programme organized 19 Folk School sessions across
villages in Varanasi and Sonbhadra districts, directly benefiting 651
participants, including 328 women and 323 men. The sessions
addressed a wide range of themes including the SC/ST (Prevention of
Atrocities) Act, D.K. Basu Guidelines, women's rights,
constitutional values, leadership development, self-esteem, critical thinking,
and community participation.
2. Programme
Objectives
The Folk School
Programme was designed with the following objectives:
- To promote awareness of constitutional rights and
human rights among marginalized communities.
- To strengthen knowledge of legal protections,
including the SC/ST (Prevention of Atrocities) Act and safeguards against
custodial violence.
- To build leadership, self-confidence, and
decision-making skills among women, youth, and community members.
- To encourage democratic participation and collective
action in addressing local issues.
- To promote gender equality, social inclusion, and
community harmony.
- To develop critical thinking and problem-solving
skills through participatory learning.
- To create sustainable community leadership capable
of advocating for justice, equality, and development.
3. Programme
Implementation
During the
reporting period, the Folk School Programme successfully conducted 19
educational sessions in Dalit and Musahar settlements, educational
institutions, community centres, and villages across Varanasi and Sonbhadra
districts. Each session was designed to encourage active participation through
discussions, storytelling, case studies, role plays, and group learning
activities.
The programme
covered a diverse range of issues affecting marginalized communities. Special
sessions were organized on police accountability, legal rights, domestic
violence prevention, constitutional safeguards, gender justice, and community
leadership. Awareness programmes also commemorated significant occasions such
as International Women's Day, organized recognition ceremonies for
community leaders, facilitated book discussions to promote social awareness,
and distributed winter relief materials to vulnerable communities.
The Folk School
methodology encouraged participants to openly share their experiences of
discrimination, violence, exclusion, and social injustice. Facilitators guided
discussions to help participants understand the legal and institutional
mechanisms available for protecting their rights. Through continuous
interaction and dialogue, community members developed greater confidence to
engage with government institutions, access welfare schemes, and collectively
address local challenges.
A unique feature
of the programme was its emphasis on testimonial learning, where
participants narrated personal experiences of injustice and resilience. These
testimonies became powerful educational tools that fostered empathy,
strengthened community solidarity, and inspired collective action.
4. Major Themes
and Learning Areas
The programme
focused on several interconnected themes that contribute to sustainable
community development.
Human Rights and
Constitutional Awareness
Participants
gained knowledge about the Constitution of India, equality before the law,
protection against discrimination, and the importance of safeguarding human
dignity. Legal literacy sessions enabled community members to understand their
rights and available mechanisms for seeking justice.
Legal Literacy
Extensive
discussions were conducted on the SC/ST (Prevention of Atrocities) Act, D.K.
Basu Guidelines, police procedures, legal safeguards during arrest and
detention, and access to legal remedies. These sessions empowered participants
to recognize rights violations and respond through lawful means.
Women's
Empowerment
Women actively
participated in discussions related to domestic violence, gender equality,
leadership, and participation in community decision-making. The programme
encouraged women to become leaders within their families and communities while
promoting equal opportunities and social inclusion.
Leadership and
Self-Esteem
The Folk School
emphasized leadership development by encouraging participants to identify local
problems, mobilize community members, and advocate for collective solutions.
Self-esteem-building exercises helped marginalized individuals recognize their
strengths and overcome fear, hesitation, and social exclusion.
Critical
Thinking
Participants
were encouraged to question discrimination, challenge harmful social practices,
and analyze community issues through dialogue and collective reflection. This
approach strengthened their ability to make informed decisions and participate
actively in democratic processes.
5. Programme Outcomes and Impact
The Folk School
Programme generated significant positive outcomes for participating
communities. Increased awareness of constitutional rights and legal protections
enhanced the confidence of community members to access government services and
seek justice. Women demonstrated greater participation in discussions and
community activities, while youth showed increased interest in leadership and
social responsibility.
The programme
strengthened communication between communities and local institutions, promoted
awareness of government welfare schemes, and encouraged collective
problem-solving. Participants reported improved understanding of social
justice, human rights, and democratic participation. Community discussions
became more inclusive, enabling marginalized voices to be heard and respected.
By combining
legal awareness, leadership development, and participatory education, the Folk
School created an environment where learning translated into action.
Participants were empowered not only with information but also with the
confidence to challenge discrimination, support vulnerable individuals, and
contribute to the development of their communities.
6. Challenges,
Lessons Learned, and Future Way Forward
Despite
encouraging achievements, several structural challenges continue to affect
marginalized communities, including caste-based discrimination, economic
insecurity, seasonal migration, gender inequality, and limited access to public
services. These issues require sustained engagement, collaboration with
government institutions, and continuous community mobilization.
The programme
reaffirmed that sustainable development cannot be achieved solely through
infrastructure or welfare schemes. Long-term social change depends on informed
citizens who understand their rights, participate in democratic processes, and
work collectively for community development. The participatory methodology of
the Folk School demonstrated that dialogue, critical thinking, and community
leadership are essential foundations for social transformation.
Moving forward, Jan Mitra Nyas (JMN) and the People's Vigilance Committee on Human Rights (PVCHR) will continue expanding the Folk School Programme to reach more marginalized communities. Future initiatives will focus on strengthening legal literacy, promoting gender equality, enhancing youth leadership, improving access to justice, and building resilient communities capable of advocating for their own rights and development.
The Folk
School Programme 2026 stands as a powerful example of how community
education can become a catalyst for justice, equality, and sustainable
development. Through 19 educational sessions involving 651
participants, the programme strengthened awareness, inspired leadership,
and encouraged democratic participation among marginalized communities. More
importantly, it empowered individuals to recognize their dignity, raise their
voices against injustice, and actively contribute to creating a more inclusive
and equitable society.
Jan Mitra Nyas and PVCHR remain committed to nurturing informed, confident, and compassionate community leaders who will continue advancing the values of human rights, social justice, equality, and peace. The success of the Folk School Programme reaffirms that when people are equipped with knowledge, confidence, and opportunities to participate, they become the driving force behind lasting social transformation.
