        The complaint/ intimation dated 01/12/2025, received from LENIN RAGHUVANSHI in respect of YOUNG MAN, was placed before the Commission on 27/05/2026. Upon perusing the same, the Commission directed as follows:
        This complaint be transmitted to the concerned authority for such action as deemed appropriate. The authority concerned is directed to take appropriate action within 4 weeks associating the complainant/victim and to inform him/her of the action taken in the matter.

The National Human Rights Commission (NHRC), New Delhi, has taken cognizance of a complaint concerning alleged custodial violence against a young man in Amritsar, Punjab, and has directed the Commissioner of Police, Amritsar, to take appropriate action within four weeks.

According to the communication issued by the NHRC Law Division on 27 May 2026 in Case No. 441/19/1/2026, the Commission transmitted the complaint to the concerned authority with directions to associate the complainant and victim during the inquiry process and inform them about the action taken.

The complaint, submitted on 1 December 2025 by human rights defender Lenin Raghuvanshi, highlighted allegations that a young man was illegally detained and brutally assaulted overnight at Green Avenue Police Post in Amritsar. The complaint referred to a media report published in Amar Ujala regarding the incident.

As mentioned in the complaint, the victim had reportedly approached the police seeking help late at night, but instead allegedly faced physical assault while being held inside the police post. Although the police denied the allegations, the seriousness of the accusations prompted intervention from the National Human Rights Commission.

The NHRC order states:

“The authority concerned is directed to take appropriate action within 4 weeks associating the complainant/victim and to inform him/her of the action taken in the matter.”

Custodial torture and police brutality remain among the gravest violations of human rights in India. Such incidents undermine public trust in law enforcement and violate constitutional protections guaranteed under Articles 21 and 22 of the Constitution of India.

The intervention by the NHRC is an important step toward ensuring accountability, transparency, and justice for victims of custodial violence. Civil society organizations and human rights defenders continue to demand impartial investigations and institutional reforms to prevent abuse of power by law enforcement agencies.

Human rights groups have emphasized that every allegation of custodial torture must be investigated independently and that victims should receive justice, protection, and compensation wherever violations are established.

The case now awaits action from the Punjab Police authorities in compliance with the NHRC directions.
