NHRC Orders Compensation in Jharkhand School Tragedy: Justice for Beauty Kumari and Shibu

The National Human Rights Commission (NHRC) has concluded proceedings in a case from Palamu, Jharkhand, where two children — Beauty Kumari and Shibu — tragically lost their lives in November 2022. After a sustained process of inquiries and interventions, the Commission confirmed that monetary compensation of ₹5 lakh each has been paid to the families of the victims.

The Incident

On 24 November 2022, an incident occurred at Chhechani Middle School, Palamu, leading to the deaths of Beauty Kumari and Shibu. The tragedy raised serious questions about the safety and accountability of institutions where children should be secure and protected.

The matter was brought before the NHRC through a complaint filed by Advocate Onkar Vishwakarma, National Coordinator of PVCHR (People’s Vigilance Committee on Human Rights), based in Varanasi, Uttar Pradesh.

The Commission issued multiple notices to the Chief Secretary, Government of Jharkhand, between 2023 and 2024, seeking detailed reports. The case was referred to the Full Commission and relief measures, including compensation and possible disciplinary actions, were considered.

On 6 November 2023, NHRC ordered relief in the form of compensation. By 8 January 2025, the Jharkhand Government confirmed that ₹5,00,000 each had been disbursed to the next of kin of the two children.

Finally, on 26 August 2025, the NHRC officially marked the case as “Concluded and No Further Action Required.”

Why This Matters

This case underlines the vital role of the NHRC in holding authorities accountable for the safety of vulnerable groups — in this case, children in educational institutions. The intervention of PVCHR ensured that the voices of the victims’ families were not ignored and that the State fulfilled its responsibility.

While compensation provides immediate relief, the larger challenge remains: ensuring systemic accountability and preventive measures so that such tragedies do not occur again. Schools must not only be places of learning, but also of safety and dignity.
